Rose Associates International Ltd is a niche Security, Resilience, & Risk consulting practice. We listen carefully to each individual client and provide bespoke services tailored to meet their unique requirements – there is no ‘one size fits all’ approach.

We specialise in counter-terrorism in all its forms. Our risk-driven approach includes building and counter-measure design through to operational planning and response. Undertaking large infrastructure projects, we operate in Europe the Middle East, Africa, and the Former Soviet Union; enjoying excellent relationships with government agencies and International Corporations in these regions.

Our core business is Resilience, Security and Risk Management.

Threat and Risk Assessment (TARA)

From experience we have found that a structured approach to assessing threats and analysing the associated risks is essential if organisations are to make informed, defensible decisions about managing those risks. A properly conducted TARA fulfils a number of functions:

  • Provides an audit trail for decisions and development of plans
  • Informs the design and/or security audit of new or existing premise
  • Informs the selection of risk mitigation measures and operational procedures
  • Informs contingency planning

Security Audit

With strong backgrounds in Military Security and Counter Intelligence, Police Crime Prevention and technical security design, we deliver a benchmark standard in professionalism, proportionality and common sense. Our Security Auditing methodology relates directly back to our tenets of Threat and Risk Assessment and Security Planning. We review existing measures against agreed threat vectors and gauge their effectiveness against benchmarked best practice. Our resulting report provides an assessment of vulnerability and a set of mitigations to reduce it.

Security Planning

Security Planning covers a wide range of interconnected services that are delivered throughout the life of a project. The level of security planning applied to a specific project is directly related to the output of the TARA. Defined elements include:

Counter Terrorism

Our world leading team drawn from multi-disciplinary backgrounds in engineering, specialist consulting and government agencies gives us an in depth understanding of building design, issues of construction and the importance of interaction with the Client and design team to achieve the desired level of building resilience in a terrorist event.

Contingency Planning / Crisis Management

Using latest methodology, standards and compliance from the Business Continuity Institute, UK Emergency Planning College and FEMA guidelines, we ensure robust emergency management plans commensurate with our Client’s real operational requirements.

Fire and Explosion Hazard Management

Through our UK partner company, Triton Risk Management, we can provide full Fire and Explosion Hazard Management services as identified in the Energy Institute Model Code of Safe Practice IP 19. We adopt a proven threat and risk-based approach through an integrated safety and security cycle ensuring that we protect people (including staff, contractors and public), the environment, assets and reputation.

Health and Safety Environment

Our HSE team brings a wealth of expertise and experience to advise and support our clients in achieving effective HSE performance throughout the life cycle of projects and facilities (design, construction, commissioning and operation) including:

Security Master Planning

Generating a safe and secure environment.

Security Master planning describes the integration of security planning into the early stages of general master planning of large-scale developments, installations, facilities and urban areas.

When properly performed, this activity not only generates a safe and secure environment for owners, operators and users of the space, but also significantly reduces the downstream costs of implementing security and resilience engineering, as the environment is already optimised for best-practice security and safety works.

Our experience includes Yas Island Abu Dhabi, Dubai 2020, Msheirib Heart of Doha, Elements of The World Dubai and New City of Duqm.

SABRE

We are a SABRE licensed company.

SABRE (Security Assurance by BRE) is a security assessment and certification standard for buildings, infrastructure and managed space. SABRE can be used by developers, owners, occupiers and planning authorities to set high standards of security risk management for the design and construction of new developments, and the operation of existing facilities.

Successful assessments result in a SABRE Rating ranging from ‘Acceptable’ (1 star) to ‘Outstanding’ (5 stars). Certification can be used to demonstrate your commitment to security, evidence value for money, attract security-minded tenants, and much more.

Rose Associates International Ltd is a SABRE Licensed Company (ref: SLC-019) and our SABRE Registered Assessors can support clients at all stages of a development’s lifecycle, including:

  • Pre-assessment
  • Design Stage assessment
  • Shell & Core assessment
  • As built assessment
  • In-use assessment
All of our SABRE Registered Assessors have experience in the field of security risk management and working on a range of development types. We will help you set a target SABRE Rating and will work with all members of the client’s team to help ensure that target is adhered to. We provide a tailored service at all applicable stages of the building’s lifecycle and are a valued member of the team.

We can also provide a number of technical SABRE services to support the assessment process, delivered by our SABRE Professionals, including:

  • Threat and Risk assessment;
  • Security strategy;
  • Technical security design;
  • Security management plan (‘Concept of Operations’).

SABRE certification also results in the award of an Innovation Credit for new construction projects working towards BREEAM UK New Construction 2018 approval.

Earlier in her career Caroline provided logistical support for deployable operational intelligence units in the British Army.

Operating across a diverse range of geopolitical environments including Europe, the Middle East, West Africa, Central Asia and South East Asia, Phil deploys excellent risk-based analytical, reporting and problem solving skills in respect of the security project management, man-guarding operations and security officer training; alongside experience in crisis management, business continuity and emergency response planning.

A former Senior Non-Commissioned Officer in the British Army, within the infantry, Military Police and finally as a training instructor in Counter Terrorist Search. Within the private sector Mike has worked for the past 23 years as a Quality, Health Safety, Security and Training Professional. Commercial experience includes corporate Project security management with Goldman Sachs, ExxonMobil, Bechtel, Qatar Petroleum, Panalpina AG and Agility Logistics GmbH. Past 10 years in “Project Management” of Health Safety and Security, and Staff Training on a number of high-profile multimillion-dollar international construction projects throughout North Africa, the Middle East and Asia. Mike delivers world class project “Safety & Security” management, applying the “Just Culture and Zero Harm” safety concept – roles which have earned him numerous professional accolades.

A career officer in the Royal Oman Police, he commanded the Oil and Gas Police, the Port Security Police, Airport Security Police and latterly he was Commander of all Police Operations. He now manages various business interests in Oman and abroad. Said Saif brings to Rose Associates an unsurpassed knowledge of the culture, politics and security of the Region.
